Import Requirements and Quarantine by Category

Notes. Quarantine takes place at the Animal Quarantine Centre (AQC) at Sembawang, and the space must be booked in advance through the Quarantine Management System (QMS). For the rabies titre test, the blood sample is generally taken at least one month after the rabies vaccination and within the window set for your category; confirm the exact timing for your category with AVS. Category C offers two routes: C1 is faster in quarantine (about 10 days) but needs the titre test and a second vaccination, while C2 needs only vaccination but a longer 30-day quarantine.
Requirements common to all imports
- ISO 11784/11785 microchip, implanted before the rabies vaccination and recorded on all documents.
- A dog or cat licence, obtained through the Pet Animal Licensing System (PALS) before the import licence.
- An AVS import licence, applied for through the NParks / AVS online services, generally around 30 days before arrival.
- A permitted breed. Prohibited types include Pit Bull types, Akitas, Neapolitan Mastiffs and Tosas; Specified or Scheduled dogs are allowed with additional conditions.
- From 1 April 2026, an AVS-recognised pet agent must handle import clearance at the Changi Animal and Plant Quarantine Station (CAPQ). Owners can no longer enter the Changi Airfreight Centre themselves.

No. Singapore does not use a pet passport scheme like the EU. To bring a dog or cat in, you need an ISO microchip, the required vaccinations, a dog or cat licence, and an AVS import licence applied for through NParks.
